i have a piaggio nrg mc3 it makes too much noise, and the rear brake is not working properly what parts are recommended and how could i get it fixed ~?

i have a piaggio nrg mc3 it will not start again after i started it only this morning. it drank the last bit of the petrol but the carbs clean? so thats not the fault, theres electric going to the spark and everything else works? its really doing my head in! do i put it in a garage to fix it? will they make me pay more than the peice of the s**ts worth..?
